What the hell? the idea is that, instead of giving one big lump payment, the cash is staggered through a payment period also housing benefit means that the landlord is negotiating with a much bigger entity rather than directly with some poor and desperate individual, and have (in theory) less ability to squeeze the tenant completely dry. conversely, it also means that landlords can take on poorer tenants without too much risk of not getting paid. landlords should have their property collectivised and their heads removed, but there was a reason that this sort of arrangement existed, unlike e.g food stamps where the only point is humiliating the recipient

I know a landlord who gave up and sold his rental house out of frustration because the tenant had his housing benefit paid into his own bank account and never forwarded any of it, so its therefore a net good imo
