My take on the White House trying to force a vote on impeachment is that they want to show that it's only democrats voting for it, and believe (probably correctly) that republicans won't, so Trump can keep arguing that it's a delusion of the Democratic party as is always his argument. The vote will pass, sure, but probably on a party line vote.
