If the example box they posted is correct, it's phenylephrine and not pseudoephedrine; not the one you can make meth out of and usually the one my patients complain doesn't work. Trump is clearly on uppers; that's a clinical diagnosis just watching him. Generally people with a drug addiction will bridge it with something accessible, or something less intense, but in the same vein. Like for example meth addicts will take ephedrine however they can get it, or people on benzos will chug nyquil etc.

Adderall is, in broad strokes, methyamphetamine but tempered by delivery as a series of salts. But people can and do abuse it because like any other psychoaffective medication, the objective is functional normalcy and not a high. So people who want a high take more than they need, badaboom. People will abuse all sorts of things that on paper shouldn't even provide a high. Gabapentin, for nerve pain, may as well be heroin for how often some patients attempt weeks-early refills.
