Former opposition leader Bill Shorten says he "misread" the level of anxiety caused by Labor's franking credit policy and failed to promise enough tax cuts to people earning under $125,000 a year to win the May election.

Mr Shorten has accepted blame for Labor's surprise election loss as the party prepares to release an election post-mortem in which he is expected to feature heavily.

The franking credit policy, which would have ended up to $6 billion a year in tax refunds for retired shareholders who had not paid personal income tax, contributed to swings against Labor as high as 15 per in polling booths where people aged over 60 made up more than 15 per cent of the population.

"We misread the mood about franking credits," Mr Shorten said in a press conference on Sunday. "In hindsight there were a lot of people who felt vulnerable."

Mr Shorten said Labor's tax package did not go far enough and voters had the impression the party was not "putting jobs first and foremost".

"We were doing tax reform but there was not enough in the way of tax cuts for people under $125,000," he said.

Labor had proposed tax refunds of up to $1080 for workers earning under $125,000, a figure matched by the Coalition. The Morrison government then offered greater tax cuts to higher income earners over the next decade. Labor offered slightly higher tax offsets to low and middle income earners.

Mr Shorten, who is now the opposition's government services spokesman, ruled out a return to the Labor leadership. His intentions were first reported by the Herald Sun on Sunday.

"I've hung up my leadership running shoes," he said. "You don't have to be the leader to be a leader."

Shadow treasurer Jim Chalmers said Mr Shorten had "set an example for the rest of us" by taking responsibility for the loss.

"We did have some big, controversial tax policies, and we did spread ourselves too thinly on the commitments that we made, that that growth story was obscured, and we got in our own way a little bit," he said on Sky News. "We can't afford to drag our bums around and mope around about the last election. We need to look to the future."

Dr Chalmers said Labor was still reviewing its policies but would not make an identical pitch to voters at the 2022 poll.

Typical areas, pros and cons, that sort of thing. The last time I rented was years ago for uni and that was in Geelong.

Pretty much every train line goes through there, so look at how long you want to spend commuting and work it out.

Footscray has loads of good stuff to do, isn't insanely expensive and you'll be at work in 10 minutes on the train. It's a good place to start but yeah you can go almost anywhere and face a nice commute. I live in Footscray and give it 5 stars across the lifestyle board.

YMMV. I mean yeah look at Footscray, and if you're in the market for an apartment you'll probably do okay, but even two bedroom townhouse type places are in the vicinity of $650k+. Also don't buy off the plan if you're looking for an apartment because there's a bunch of indefinitely half-completed stuff that nobody knows what to do with because a bunch of foreign investors had or tried to pull out when a certain country changed their laws about sending money overseas.

No I'm not bitter, my housing search is going fine, why do you ask?
