When 5* CB Chris Steele committed to Florida (before leaving for Oregon, then USC), he said a big reason why he did so was because of officiating in the SEC compared to the Pac-12. Besides that, the perception is that SEC coaches are developing players better (especially on defense) and giving them a better chance at the NFL. And really, the talent level is trending down on the west coast with fewer kids playing. You see some transfer to IMG or whatever the one CA league that's actually competitive (Mater Dei, John Bosco, etc.) just to get noticed and ranked higher. edit - just checked out the Banner Society article, it's mostly about the lack of big, highly rated D-lineman.
