it was absolutely intentional - harold mcneill being known as a guy WotC had cut ties with for being a nazi was pretty old hat when gatherer was set up in 2004 with invoke prejudice specifically being a punchline of a card in M:tG circles, so giving it that id number was something of a winky easter-egg saying "yo, this dude is a loving nazi"

Keep in mind as well, Legends was the third MtG expansion, back when it was still just Richard Garfield and Co., and they basically asked some friends to make an expansion for the game and then ran with what they gave them. This is why some of the design decisions (like treating having multicolor costs and being legendary as advantages instead of as making the card more difficult to play) in the set stand out as so odd, even for early WotC.

oh yeah, and they were sourcing art from pretty much anywhere (look at... a lot of the early cards), the game didn't really have proper art direction/sourcing until sometime around Alliances when Sue Ann Harkey assumed that role (and brought in a ton of great artists)

it's too bad she left/didn't work out, because Mirage and Visions are the best sets artistically by a pretty wide margin and while the style guide + house style approach has definitely culled a lot of the early lows, the game has definitely lost something as well


e: and while I've got my issues with him as designer, they should really let Maro go hog-wild with terrible Odyssey-esque puns and in-jokes every ~10 sets or so

I think the new standardized art style is fine but it's pretty boring and I prefer the old mix of styles. The variety made it feel more fantastical.
