He wasn't bad but he wasn't exactly good either--he had no idea how to work with Congress to get things passed, and that torpedoed his chances of a second term. The hostage crisis was a complete mess under his leadership. IIRC he went through a few complete reboots of his cabinet too in attempts to get things under control. He was a good peanut farmer and nuke boat engineer, but a good president? The best you can say is he wasn't terrible.
