That's not really a new rationale - they've been saying that for a while. They want to flood the region with 2 million Arab refugees to overwhelm the Kurdish population. Line-item vetos are an absolute abomination (Alaska's trump loving chud governor has been using his to great effect to ruin the state) but it is very fun to see the tables turned on those soulless ghouls.

I remember it as a bush thing, ostensibly to remove 'pork' from bills. They compromised by just making it much harder to add pork to bills instead, which also, as it turns out, isn't great.
