Just ban their national team from competitive fixtures for two years. It's not like it's the players' livelihood at stake, it's just international football. Their FA and fans suffer the most. Get a few nations banned and they can run the massive tournaments they want without having to waste time on qualifiers during the season. Everyone wins.
