There's no way to unfuck this situation even with Congress somehow stepping in. It would require a much larger presence to retake what was abandoned. Turkey just wiped out a whole bunch of Kurds and are still going for more. ISIS is possibly back in play and the Syrian Army is coming in hot with Russian support to establish control while maybe clashing with Turkey. Trump managed to make the situation so so so much worse.
