I'm not sure what you mean by prophylaxis but those countries did supply a lot weapons to anti-Assad rebels, including a lot that would end up joining al nusra or ISIS. Early on the US was pretty tolerant of this, but even at the beginning there was a concerted effort to funnel weapons to moderate (well, moderate compared to al Qaeda) rebels. They also tried to help the moderates organize into a strong unified power, but that effort ultimately fell to jealous infighting and under pressure from radicals. While the US tolerated (or maybe couldn't stop?) money and arms flowing from the Gulf to radicals it was always at least working in the background to prevent money going first to al Qaeda and later ISIS. Islamic finance is notoriously difficult to track, and deals with the Gulf Monarchies notoriously opaque, but there was a lot of politicking and backroom dealing involved.

I feel like Putin's conversations with Erdogan must be some of the most interesting international diplomacy in the world. If I had to pick any two world leaders to eavesdrop on, I'd probably have to go with Putin and Trump, just because of all the secrecy, and to see what Trump's like when he actually admires someone even if none of the more salacious stuff is true, but finding out how Putin manages Erdogan, and how that relationship has changed during the various ups and downs would be extremely interesting.
