PCCs can decriminalize things at the county level if they want, decriminalization (in a drugs context) is just telling police to not bother arresting people for it unless they're causing other problems. Derby, County Durham and some other county I can't recall already did it for cannabis.

It's loving wild, based on true stories. Basically the FBI go around talking to guys/groups of guys and trying to agitate them to plan terrorist acts by offering them large sums of money, then goading them into committing crimes and sending them to prison for 10s of years, including a case where there are recordings of them saying "Hey I found this guy and he's mentally ill and also poor, we'll be able to offer him $50 and get him to do anything!", somebody else then said "Hmm, should we be targetting this guy?" and they said "Yes.". Utterly mental. E: Lol, made this post before seeing VG's post about Brass Eye just above^
