Making sure the keeper is on the line during penalties is such a stupid thing to clamp down on, I just don't get. There was that trend among a few keepers a decade ago or so to come bounding off the line to basically try and smother the penalty spot and I can understand stopping that but re-taking a penalty because the keepers foot is a few inches off the line is utterly ludicrous.

Like you can't pretend to kick the ball after you've "completed" the approach to it, but there's nothing that says you can't stop your run before you get to that point. So "complete" is the word that doesn't really have a definition in this case and is up to the ref.
