Policies like this are designed to have this effect, it’s not a negative side effect. Issues you (not you) consider problematic are deemed political and thus banned. Things like BHPs how fuckin good is mining and jobs and mining will sail directly through, and that’s the entire point.

In other words, there would be no water available under the purchased licences when there was lower rainfall and the two properties would continue to be able to take water from the river under its other higher security licences.

The United Nations and Europe were seen as the main drivers for binding emission targets.
