I think it's meant to be read as 'the hero of the battle of Kvatch', not 'the hero of the city of Kvatch'. Although that's kinda thrown when the final title you get, Champion of Cyrodiil, is clearly meant to be read as 'the hero of the country of Cyrodiil' rather than 'the hero of the (nonexistent) battle of Cyrodiil'.
