The tax (almost always, since the original ones in NYC) is applied to distributors, not to consumers.The passthrough arguments involved are...messy. The ABA actually lost some court cases in CA over this, iirc. otoh, several of the main arguments about the efficacy of the taxes do depend on direct price increases, but others are actually based on changing distributor behaviors, not consumer behaviors. on the third, mutant hand, a quantity-based consumption tax is inherently a flat tax, not inherently regressive. The argument that sin taxes are regressive depends on relative rates of consumption among income groups, and depends on the assumption of limited elasticity. To the degree that these are taxes genuinely designed to drive the behavior downward, this is a weird assumption.

That may even be a part of the law- they do vary a lot by location, and I don't know the details of most of them all that well on that level. Getting these provisions introduced into municipal government is reportedly a horrible mess, because local politics is as scummy and messy as you can imagine.

I remember it went into detail about fred/don’s relationship and also talked about stuff such as fred trump being a member of the KKK. His father was part of the original OSA, which was the forerunner to the CIA. He gave Epstein his first job. So nepotism to begin. poo poo loads of accumulated dirt and knowing the right people.

After that, he's competent enough to understand how to run an administration, which is actually no easy task. Understanding where the levers of power are, which ones you have access to immediately, what levers you can gain access to with time, what levers you can create and what levers are either completely out of your reach or don't exist at all is a specialized skill. The Trump administration not having many friendly career bureaucrats is one of the reasons that it hasn't done more damage than it already has. It wastes a shitload of time trying to accomplish things that it has no right to do or are completely nonsensical. Time, budget, manpower, attention and competency are the main resources of any institution. If any one of those resources are low, the institution's ability to function is reduced. Manpower, attention and competency are the main limiting factors, though there are also time pressures as the admin is on the defensive.

For all of Barr's faults, he's competent enough to be effective, but not competent enough to get away with everything. Honestly though, with his father's closeness to Epstein, Barr will most likely never see the inside of a jail. Spies and people who have the loyalty of spies create a lot of dirt as a kind of get out of jail free card if given enough time. It prevents action. Barr most likely walks away from everything he's done because if he sees actual prosecution, he can take down a lot of people with him, most likely with Epstein dirt or something equivalent. Now this isn't a perfect defense, because he can only soak up so much heat before the public demand his head and he also has to believe in the Trump administration and he seems to be taking moves to protect himself.

The fact that he's competent in some ways and stupid in others doesn't really matter because he'll never be prosecuted unless the the dems bring out the knives for a real bloodletting and honestly, I don't see that happening. Republican ghouls are allowed to get away because the dems don't go for the throat. With that in mind, what matters is if Barr is effective or not and thankfully he seems to have reached his maximum effectiveness and that's receding as he loses those finite resources I mentioned above. When Barr is tasked with literally investigating Hillary Clinton's emails, that's just a wild rear end goose chase. Normally you'd task some dead ender the job, but Trump actually wants dirt on Hillary along with other nonsense tasks because he's a profoundly stupid creature. Barr can ignore him and probably is, but chaos is poison for institutions and the loss of institutional knowledge by elder bureaucrats severely reduced the ability of said institutions to function. In government, normally you can contact them for fees or favors to pull on their experience, but the loss of institutional knowledge from people who resign in protest is most likely total. The loss of that knowledge is absolutely devastating to institutions and severely reduces their effectiveness in the short, mid and long term.

Over and over again I stress how much we lucked out with incompetent fascists. If they were going to gain control, Trump was probably the best fascist to gain control because he's comically incompetent and he abuses everyone around him regardless of their effectiveness and willingness to commit atrocities and crimes on his behalf. Trump doesn't understand the levers of power and can only pull them in the most basic of fashions. A competent fascist would absolutely have run over the state, the news media would have made sure those boots were tongue bathed and left wing activists wouldn't have been able to organize fast enough to counter competence. While the US is going to come out of this administration in a really rough way, being comically evil and crass and rude and generally awful is creating reactionary centrist and left wing movements that may very well snap back and smash the conservatives and the Nazis for their overreach.
