Just to play devil's advocate, they are probably overestimating the amount of unused properties if they are counting ones that are in transition (i.e. for sale mostly)

I think earlier someone posted a thing about a property for sale/rent in San Francisco with a good buried lede. It was located at let's say... 1380 Shitbird St, was in fact controlled by a "property management" company literally named 1380 Shitbird St Holdings, whose sole asset was that one house, and that company was fully owned by one individual John Doe. Just that nugget, and the fact that it's apparently common there, is all you need to know to understand that some seriously bullshit is going on in that housing market. And also that John Doe should be put to death and his property seized.
