It's harder to say if say, an immigrant neighbourhood is being targeted intentionally or untintentionally by certain policies, it's harder to point out things like the police or government for an area being unrepresentative of the inhabitants, and most relevant for freep, it's much easier for the franco version of freepers and chuds to point to somewhere and screech that it's overrun by foreigners and muslims, with no way for anyone "officially" point out that no, it isn't.
