You need parliament to approve a referendum and it is in the Tories interest to campaign on preserving the union. Also. Being that they have no prob with the occupation of Northern Ireland. I would not put it past them on military occupation.

unilateral declaration of independence would be a very risky move, i can't see the SNP going for it. they're very comfortable as things stand. maybe if a new, harder nationalist party starts coming at them in favour of unilateralism, but atm i think they've got that tendency pretty much sewn up

The entire EU situation is being rewritten to start with "First and foremost gently caress perfidious Albion". Spain wants a cudgel against Catalonia and them pretending to apply the same rules to everyone works in their favor if they insist their problem with Scottish independence was breaking up an EU nation. Siding with England is the last thing anyone somewhat sane wants to do, so Spain has positioned themselves so they can tell both England and Catalonia to gently caress off while looking like they're following a perfectly reasonable set of rules. They haven't said they'll support Scotland mind, because they're keeping their options open.
