I imagine so, though I also don't see why having it in the holodeck helps. You can probably consider this a dramatic convenience. I'm absolutely sure the holodeck has a use case as being Super Powerpoint Graphics Generator.

Like I figure the official use case for the holodeck is training routines in a really flexible space (like the phaser range mode we see at times, or was that a different room?) as well as being able to keep people on a three year mission cataloguing gaseous anomalies from going bugfuck.

I think the phaser range is supposed to be a different room, although it wouldn't surprise me if someone later decided it actually was the holodeck.

I hate to be That Guy, but the best Trek currently in production, the Orville, addressed this issue last season as a B plot for an episode. While initially played for laughs, it quickly became sad to see how hurt and neglected the non-porning partner was.

* If there's an emotional component, such as Riker/Minuet or Geordi/Brahms, definitely cheating
* Vulcan Love Slave? Tasteless and possible consent issues but not cheating
* Banging a holoimage of a coworker but just because you've always wanted to, not because you're pining like Geordi? Questionable, probably still cheating
* Sexual encounter with a historical figure (assuming no weird obsessive thoughts) or generic pizza delivery person? Porn that's good enough to desensitize you sexually to your partner but not cheating.
* Whatever Barclay is doing on the holodeck? The words and the ethics have yet to be developed to describe the situation, but I think the best analogy is Barclay could only conceivably cheat on the computer that is currently entrusted to run his holodeck simulations. A stop at DS9 and he goes flying in the RAF with Bashir & O'Brien? The Enterprise's computer is going to smell that cheap hussy holosuite all over him

Does anyone ever use the holosuite to just play some chill puzzle games, or are all the experiences locked into just being some sort of person in a situation? Could you play the chill puzzle game being one of the pieces themselves, or would they just cheese it by making a virtual tetris cabinet you stand at as a human?

We never saw chill puzzle games, but Voyager had action games where you'd stand in the raw holodeck and play space pong with phasers.
