I read a discussion about it, apparently it became popular enough that people (locals mostly) send him costumes. It was surmised that before that they probably were just really into Halloween or something so he had a bit (one article mentioned "family's Halloween stash").

Like, if you expose the film to light of one thousandth the intensity, it doesn�t take a thousand times as long to expose properly. It might take a million times as long^�.

On a chemical level, what�s happening is that the molecules need to be hit by multiple photons within a shortish window of time to change state. If they�re hit by one photon and then nothing for a long time, they relax. If another photon comes along, the count starts from zero.
