idk how credible that guy is (though he certainly seems decently well connected), but that style of tit-for-tat offer is kind of common for military fuckups where you accidentally kill someone way bigger (or just numberically more) than you were meant to in your warning 'we mean business' strike. It sucks to be the people involved, obviously, but it sucks a lot less than a war which is why it happens.
