If we actually care about better health outcomes and a more efficient society then the solution there is to fix the broken healthcare industry.

oh sorry, i thought you were joking around and tried to join in. afaik there's no difference and both single quotes and double quotes can indicate words spoken/written by someone other than the author. (unless there's some weird cbc-specific thing going on)
