while the va is definitely at fault, i used to work for that company and the policy was "write off anything the va won't pay for because denying prosthetics to soldiers is an image nightmare and it will piss off the va" so this is entirely on them. the va grossly overpays for prosthetics, so it all evens out in the end anyways. the most hosed up thing is that they gave him his legs back but are refusing to adjust them properly until they get paid, and as an amputee i can tell you that unless they're adjusted your prosthetics are useless. good way to injure yourself tho

The labyrinth that is our health system is so insane that it sometimes takes nearly a year of behind the scenes applications, appeals, reviews, etc for basic services such as knee braces to get paid for by insurance companies. Medicare is by far the best payer, but because they don’t cover everything there are still fringe cases where no one is sure they’ll get paid and don’t want to provide services without some sort of preauthorization. Pretty hosed up this guy delivered the braces and then took them back. I ended up leaving the medical field because unfortunately poo poo like this, where someone desperately needs medical services but can’t get them, happen all the loving time.
