28-3 was a far, far bigger meltdown, because they dominated almost the entire game and then completely collapsed. This game has involved an incredible amount of scoring, but in terms of the actual momentum shift, plenty of games are like this. KC choked early and then stopped choking, while the Texans did the reverse.

In magnitude absolutely but the 28-3 was in the 3rd quarter whereas 21-0 was first quarter. The comeback was a lot more improbable.
