Did the EU Member States with large amounts of gammony British expats (i.e. Spain) already guarantee that those could stay indefinitely or are there just temporary measures for the duration of the transitional period?

To my knowledge, all countries are going to allow expats to stay for a few years regardless of how brexit ends up going. Whether or not you can stay permanently is another thing, and can vary greatly from country to country. I know for a fact that you can apply for permanent residence in the Netherlands, but this doesn't necessarily mean that they can stay. That'll depend on the final brexit agreement. If the UK decides that it doesn't want those terrible foreigners taking up British jobs, the EU might as well do it back. You can also apply to become a citizen of the country you're living in, which will circumvent all of the issues you'd face otherwise. It depends on the country how hard getting citizenship is, but it's generally time consuming and a bunch of work.

My partner is a British citizen living in Germany and she already applied for permanent residence last year. The immigration office will start processing the application once Brexit actually happened and they basically promised it will be accepted.

Oh no they don't control the commissions specifically set up to be independent, so that, you know, Tory MPs aren't the only one getting paid. And they can still loving abolish it in a single vote and strip Labour MPs of their pay at the same time, except that it would look bad in the press. Seems much more likely it's just stupid "everyone has to chip in" bollocks. In fact I don't see the material difference between the money coming from the public or some government fund, surely it's still up to the commission to agree to it, if they were the ones deciding so, which I seriously doubt. the crowdfunding thing is, i'm pretty sure, an attempt at rallying people to the brexit culture war and making them literally buy in. i have literally zero faith that johnson couldn't bypass this measure somehow. it's fairly savvy stuff, but not really meaningful until the election - but it is a sign that johnson is not going to relent in his antiparliamentarian rhetoric or relent on the culture war bullshit just because Brexit Got Done
