Got it. the punching down part is pointing at the failures of an inefficient and fragmented system and attributing them to poor education and a lack of civilization. i get the moral outrage, journalism relies on this outrage to drive clicks and cloud understanding of the real fault - overly fractured jurisdictional lines leading to a division of tax bases. not great to then leap from that point to just say the people who live in those areas are too dumb and immoral to government the proper way
