A drop-leg holster is worn when you can't use a belt holster because your armor or other equipment is covering your waist. It's meant to be worn as high as possible on your leg. Drop leg holsters suck loving balls and are to be avoided whenever possible, personally I preferred mounting the holster directly to my armor if I had to wear a heavy vest. This guy is basically cargo culting.
