They aren't cheap and require a bit of training to use properly and are for room clearing. You can't use the shield and a rifle at the same time, it's for use with a pistol. Edit: you can use it with a rifle but that's dumb as you're shooting one handed with a rifle. One handed with a pistol is bad enough but if you trained there's a method for locking your arm in place against the shield and actually aiming through that tiny viewport.
