As far as I saw/could figure Buttigieg threw in hard in Iowa, it kinda seems to fit him and his white guy appeal, and he benefited from being able to campaign there while the Senators were in DC. Doing well with help legitimatize him as a candidate and he probably hopes that creates momentum for him into the next primaries.
