In fact, in some ways it seems like they're trying to protect the players more even than the NFL does, unlike last time where they designed rules specifically to get dudes smashed

I think its more that like XFL was born out of the "gently caress kneeling/respect the flag/NFL is for pussies" bullshit but then they brought a bunch of football people in and were like "ok, design an alternative." So you get contradictions like kickoff rules designed to protect the players but also the "real football, this would be a penalty in the NFL" stuff.
