RPGs can have a lot of cutscenes pre-rendered using the in game engine that become a lot more obvious in later ports that can run the rest of the game at much higher resolutions and then the game suddenly shifts to a lower one for the cutscene.

This is much more obvious on the xbox one version of FF13 games which has x enhancements to run the engine in 4k, but the prerenders are not.

To be fair, the alternative is to go the way of FF15 and include a crazy huge "texture pack" that is like 14GB of textures and the rest is 4k video at 30 FPS. Even if they did generate new cutscenes, it would still be obvious when the frame rate drops from 60+ FPS to 30 FPS during video playback. Plus video compression.
