Stone's poo poo was different than basically any other case, as it's a weirdo blend of lying to Congress, plus threats, and other stuff. Usually, the congressional lies are only worth a few months. The feds were stretching in the initial 7-9 year recommendation, but they were stretching in a legitimate way. As Judge ABJ basically said, her sentence is neutral to everything going on around her, as that's the deal with being a judge. The general guess is that she used the Cohen case as a guidepost - Michael Cohen got a bit less time. Edit: pretty much what the below says. A big escalator in the original 7-9 recommendation was because of Stone's witness tampering. Seven to nine was the appropriate sentence per the guidelines for Stone's convictions and exacerbating circumstances. The judge made clear to point out in sentencing that Stone didn't misspeak. He deliberately lied and then tried to cover up those lies via various forms of obstruction, further lies, and witness tampering. These lies weren't to a hostile audience. They were to the Republican controlled house intelligence committee under Devin Nunes. He lied because his options were to either plead the fifth and potentially incriminate himself and the president or lie. He opted to lie. He was guilty as could loving be, and had no applicable mitigation. Three and a third years for something that usually gets a few months is probably the right call regardless of the guidelines, though.

I've seen some arguments on Twitter that the shorter sentence is also less likely to be pardoned precisely because of its brevity, but those are predicated on feelings of shame or the threat of potential consequences that the administration seems to have transcended long ago.

Federal sentences within the guidelines are presumptively appropriate so not sure on what grounds going higher in the range would provide.
