The wording is deliberately vague. Any CBRN report would be passed up a chain of command, generating chatter. A Battalion CBRN officer calling his Brigade counterpart saying “I think we’re encountering gas here” would inevitably lead to someone calling the controlling authority of chemical weapons and saying “We have a report of gas, was it us or the other side? Please advise.”
