If New York’s supervisor of streets and sanitation is working under an exclusive contract, then sure, in theory Chicago could “trade” for him (“trade” in someone like Al Michaels’ case meaning “pay the holder of his contract enough to persuade them to terminate it early”). Most professionals who aren’t being paid millions per year don’t sign exclusive contracts and so can be hired away anytime.

Calling buying out someone’s contract a “trade” is stupid, yeah.
