I believe The Bengals are towards the bottom in fan-pain. The arguement is whether it's worse for a promising team to fail (my opinion) or for a team to just suck and be out of every game. Bengals have both in recent history. No playoff win since '90 is likely the most embarrassing stat in the NFL. Ownership is insufferable as well.
