I can only imagine the reason is that he could see that to get the image balanced it'd have to be "your oval office needs you" and he didn't want to be disrespectful to Boris.



I think the real issue here is that he's doing the "Your Country Needs You" poster entirely from memory and so has hosed it up because he's forgotten how it's laid out.
