Diagnostic laboratories, as a rule, don't rush to start new testing as a consequence of the regulations. While this generally leads to testing that is higher quality that a rushed test it can to issues when having to address a pandemic that evolves as quickly as COVID-19 has.

Macguyver some poo poo together, you got this
use canned air on it to blow any dust out of the heatsinks. if not, hell, use a vacuum cleaner or shop vac to try cleaning things out. (this could spin the fans up too much but if they're already dead then couldn't really hurt)
maybe remove some panels around the heatsink to just let it breathe easier via convection
stack something smallish (non metal/conductive if you have the panels off) under the four corners so air can flow freely underneath it
point a desk fan at the whole thing at full blast
if bios has any settings to undervolt, underclock, try that
assuming windows, you can also try setting performance profile to most power saving levels
put some cpu temp monitoring software on there to see if/how much those things are helping
etc.

Yeah that's what I'm worried about with the freezer/direct ice pack option. I'll make sure the power settings are set to maximize efficiency. Ice pack at a distance+external fan should be fine I think.

I blew air into the heat sinks, I can dig for my electronics screwdriver kit but I think the most used ones are too worn to get the screws out without destroying them (it's a smaller laptop). Honestly just looking at the exhaust it doesn't look like there's anything gunking it up. The main fan spins up hard for about 3 seconds on bootup then just gives in before the error message shows up, and after bootup there's no fan activity whatsoever and high 90s temps in the monitor.

there should a maximum CPU utilization power option that you could try cranking down to something ridiculous like 5% and if that's stable slowly increase.
