I think it is more of a jab at sloppy house painters. The painter didn't get paint anywhere and got the right shade of paint. It was kind of an art to get the correct shade of paint back when you mixed it by hand, used oil based pant, and didn't have a paint shaker to distribute the color evenly. My grandfather was a house painter, and even when retired complained about working and mixing oil based pants, and how great latex paint is to mix and get colors right.

EC Comics decided to drop "Comics" from their name, stop publishing Tales From the Crypt, and create Mad Magazine. Some of their artists, including Jack Davis, kept contributing. Incidentally, Davis also contributed to Cracked.
