 Can someone explain to me why this sign is positioned such that you can only read it after you've entered the water? Like, even if you're in a boat, you're going to be moored up to the pier on the left side there, right?

I had a professor in college, Dean Adams, who is a ceramics artist whose main body of work is “birds with penises for heads”.
