The practical goal is to build up the health care and testing infrastructure to the point that these cases can be caught and isolated quickly before the spike turns into a second pandemic. Ban employers from firing quarantined individuals (but potentially cover salary with public funds as incentive). The key here is that people with symptoms need to feel safe getting tested and quarantined. Sadly, we're unlikely to come close to having a system that would actually work.
