This is the same statistical shuck-and-jive that you can pull to make numbers seem more good / reassuring. Deaths per million only becomes a relevant stat in hindsight. well, in fairness, they're also mostly using log scale graphs, which eliminate this problem (since the plot of 'log(deaths)' and 'log(deaths/pop) = log(deaths) - log(pop)' only differ by 'log(pop)', which is a small constant)
