This is the same statistical shuck-and-jive that you can pull to make numbers seem more good / reassuring. Perhaps the most egregious example of this that I'm familiar with is the World Bank changing its poverty elimination metric from an absolute number of people living under the poverty line, to a percentage of people living under the poverty line, because the latter can demonstrate progress even in cases where the latter would indicate losing ground to the problem. gradenko_2000 has issued a correction as of 13:10 on Apr 17, 2020 |

Deaths per million only becomes a relevant stat in hindsight. well, in fairness, they're also mostly using log scale graphs, which eliminate this problem (since the plot of 'log(deaths)' and 'log(deaths/pop) = log(deaths) - log(pop)' only differ by 'log(pop)', which is a small constant)
