Nah, keep in mind this is all a show—he wants to demonstrate that A) he is a horrifying killing machine that no mortal has a chance to even touch, and B) that he is magnanimous and fair. It's a carrot and stick approach, showing the good things you get when you follow his orders, and the very bad things that happen when you oppose him. He might not give anything to the people who ran off, but he's not going to kill them, and he's not going to gently caress with the people who stood still. That wouldn't be fair. Also, I really appreciate this page because after dozens of pages of high-powered kung fu bullshit, in just two updates we get to easily see how far above and beyond Solomon David is above them all.
