It's really more for speed than it is convenience. Customer has to wait at the station to pay with card then go and bag groceries while the rest of the food is coming down the belt. It's why many groceries now have dual lanes to pass groceries through, so one side can bag while the other side piles up. Slow baggers slow down the checkout process, creating lines, creating inconvenience, creating less likelihood that customers will come back instead of opting for somewhere else that might be quicker
