That scene likely played well in China and made sense to them but it was pretty cringe as it made them assholes angling for an advantage. Fairly faithful to China attitude as seen with the current pandemic. Asking for a mission slot to Mars is a lot better.

Hell maybe the plan to lie about lack of human to human transmission and allow international flight out of country while restricting travel heavily inside China was a long game to provide vaccine theft opportunities down the road.
