Kinda. Halon 1301 when exposed to a metal fire will start producing some nasty bi-products like HF. So it's not recommended for those. In more normal fires it's safe to breath but it can cause giddiness and impair thinking. But it won't give you cancer directly. But it is a CFC so when exposed to UV light tends to have long term negative effects on the ozone layer which can cause health issues. That's why it's not generally used any more.

Fun fact: the guy who invented CFCs would inhale a load and then use it to blow out a candle to show it was nontoxic and could put out fires.

As he was *also* the guy who invented tetraethyl lead he would pour that poo poo all over his hands to show it was fine, then wash it all off as soon as humanly possibly because he knew exactly how bad it was.

On the one hand he was a horrible horrible person, on the other hand without the Haber-Bosch process the world would be going a lot hungrier. From a pure consequentialist viewpoint he probably ends up negative harmful.

I like the think the dude had some reason to transport the boat and trailer but no truck like he sold it or something and that was the easiest way to get the boat and trailer across the bay. He can get an uber home from the destination, but there isn't an uber he can get to tow the thing however far down the road.
