it's not based on americans being anything, but on how the carceral state came to exist. it was explicitly developed to supplant enslaved labor after the civil war. after the civil war a bunch of laws were developed called the Black Codes that basically made "existing while black" a crime. this included things like vagrancy (unable to prove they had a job) and loitering (many people that were formerly enslaved traveled and waited in towns because they were searching for their stolen family).

the carceral state isn't common and is unique to the USA. about 0.7% of americans are currently imprisoned (prison and jail), with about 2% on parole or probation. every 1 in 50 people on probation or parole. just about 1 in 150 imprisoned. incarceration is used all over the world, but nobody does it like we do.
