Got this verified on speedrun.com earlier: https://www.youtube.com/watch?v=InRAaOkJXjg Execution could be tighter, and at this point I believe sub-11 minutes is possible for Floyd. Throw loops. All the throw loops. For reference, the next best times for Floyd I believe are a bit above the 13 minute mark, but those have a bigger focus on Floyd's jab jab jab infinite which is slower. Much slower. Not the best time if you count all characters though! I think Blaze is sitting at 8 and a half minutes or so, and she has like 4 infinites and counting. This turns on ads for the video and then pays the money to the claimant. it's on the video uploader to contest the claim. Some companies run automated bots over videos and flag anything more than X% similar.

The claim by Guinness is (probably) automated, and nobody at youtube looks at the claim at this stage, they side with the claimant by default. When the content creator appeals, then it might get looked at by a human at youtube, but I wouldn't be surprised if they didn't actually have people review every single claim. The state of copyright on youtube and most other creator-driven websites out there is utterly ridiculous and massively weighted against independent content creators.

But fortunately it seems like they've recognised this and are splitting the runs into categories with and without the new memory editing techniques.
