EI doesn't work that way: you're actually allowed to earn up to 90% of what you earned before going on EI and still receive benefits. Income is clawed back at 50%: for every 2 dollars of market income you earn, you lose one dollar of EI benefits.

If you start earning income, here's how the benefits you receive change under a few scenarios: CERB, EI (if you were working FT at $15/hour before), EI (if you were working FT at $20/hour before), and EI (under Milligan's proposal: move people from CERB to EI but grandfather in the $500/week benefit amount).




And here's what the total income looks like under those same scenarios: the sum of market income and CERB or EI benefits you'd receive if you were earning, say, $500/week at work.


That blue drop at $250/week is really dumb! What I understand Milligan to be proposing is, after CERB benefits run out, move everyone from the blue line to the yellow line (for the length of duration of their EI benefits). If they have no work, fine: in either scenario, they get $500/week. But if they go back to work, don't punish people for making $251/week instead of $249 like CERB does: with the EI phase-out, you're always better off earning more money.

All this does is prove how much better off people on the lower end of the spectrum are unemployed due to Covid on CERB instead of EI at any point in the recent past.

First graph paints a rough picture of the drop after you go past $250, but the second gives much better perspective.

The scenario of making $200-240 a week whilst picking up CERB gives you $700-740 a week. Take Ontario's minimum wage of $14 as an example without any taxes or deductions, you would cap off at 17 hours a week. Now, in order to match EI's benefits in the grandfathered system, you'd have to work double the hours! It's much worse with the other EI systems that I wouldn't even bother comparing. And it's only after trippling your hours do you start to break even once you have no EI or CERB left. Effectively that's working two jobs at minimum wage, or making above minimum working hard labour.

There is significant diminishing returns making more money under EI, and literally no reason to make more than $240 a week whilst getting CERB. It's fine and dandy to debate the value of the programs from a monetary standpoint, but if nobody is out shopping and brick and mortar keeps closing down in the midst of a pandemic, all you will do kicking everyone off CERB with no job creation is create millions of destitute and homeless people. Over 8 million on CERB, it'll probably hit 10 mil before the summer's done.

It feels like the 'negative' of losing CERB at $250 earned in a week misses the point: people are supposed to be social distancing and not interacting to stop the spread of Covid. So if you must work, working few hours is the point, not benefiting by working more. This is why CERB exists.
