Weirdly enough that's... not entirely far off canon at least in some ways; the Archie Mega Man comics had Wily legally probated from working on robots (which his work with Dr Light basically broke) for unspecified incidents, though possibly because of the time when the military asked him to built them a weapon he made basically an autonomous Metal Gear that was even more of a war crime machine built to survive the apocalypse; it woke up a century later and it took X and the Maverick Hunters (including Sigma and Vile at that point) a fuckload of effort to put down as it automatically began attacking the nearest city. The guy is just a born supervillain. Funny thing, it's implied while Wily is often lazy and just steals/hacks/co-opts Light's designs, he might actually be the better one at designing hardware, and it's his designs that popularise robots as they are in the setting. While Light seems to be better at software, given he programs Blues, Rock, and eventually X, and the premise of the Battle Network alternate timeline is that Light's software took off rather than Wily's hardware and created the super-advanced internet unnecessarily wired into literally everything.
